The objective of this publication is to provide guidance to development practitioners on how to assess the human rights orientation of health programmes, in order to have a solid basis for developing and implementing an human rights-based approach (HRBA) across the health sector, as required by the Federal Ministry for Economic Cooperation and Development (BMZ). Its focus is on technical cooperation. It is based on learning processes made by health programmes, particularly in Tanzania and Kenya, in mainstreaming an HRBA, as well as on experiences shared by participants and alumni of the WHO/GIZ e-learning course on health and human rights.
