The author looks into challenges facing the Kenyan Government in implementing an effective, efficient and robust payment mechanism that ensures payments are delivered to beneficiaries in a timely, convenient, reliable and secure manner. In fact, Kenya is currently implementing four different social cash transfer programmes covering nearly 600,000 beneficiary households nationwide.
