A globally agreed carbon cap? Carbon rationing? Holland’s proposed ban on the sale of non-electric cars by 2025? Oslo’s goal to reduce the city’s total greenhouse gas emissions by 95% by 2030? No, none of the above. So what is it? In a nutshell, it’s the proposal that the world’s central banks create US$ 300 billion a year, and use it to leverage investments of up to US$ 2 trillion a year in the urgently needed transition to renewable energy, and other climate solutions.
